A State office, established in early 20th century. Gives forms out to individuals. Has nothing to do with INS. It just assists the foreign born.

Delaware is in INS District 3. The District Office is in Philadelphia.
The address is: 1601 North Callowhill Street, Philadelphia, PA 19350.
Hours: 7:30 a.m. to 11:00 a.m. on Thursdays; all other weekdays 7:30 a.m. to 3:00 p.m.
Directions Sub-Office in Dover
It does some, but not all things. Takes I-485 and other applications, shipping them to Philadelphia. Does fingerprints. Individuals can get forms.

Takes employment based I-485s, I-140s Petition to Classify Employee as an Immigrant, I-130s, Petition to Classify a Relative as an immigrant, N-400 Petition for Naturalization, H, L, E Petitions (Petition to Classify a Nonimmigrant Worker).
Everything has to go Fed-Ex. Always have a copy of and proof of having sent anything to the I.N.S.!
INS has developed exceptions: most having to do with asylees and refugees, and Petitions under the Haitian Relief Act are filed at the Northern Service Center; Nicaraguan Relief Act Petitions are filed with the Southern Service Center. (Regardless of where an applicant lives).
